Outage @ UC leases

UC experience an outage on the Lease and Reservation (Blazar) system starting 6:30am CST. Usage was restored by 9:15am. Users would have been unable to create a lease during this time. This did not affect access to any live instances. The cause of the outage was a misconfiguration when deploying updates to Blazar.
